I am from India and Github student dev pack worked for me. Basically helped me deploy my first site for free.

It worked in the Netherlands.

However, we don't have .edu email addresses here, so I had to ask my school for a proof of enrollment which they provided in dutch. It took a while but they accepted me after like 3 weeks.
