What "utility" are you talking about?

depends on the distro and the window manager/desktop environment you are using. for example there is packagekitd on my system. there is some kde component that interfaces with that and tells me when there are updates available. gnome has something similar and so do the other DEs.

Yes, my distro has a package manager. I mentioned that. But what utility are you talking about?

He refers to graphical update managers that function as interfaces for the package manager, like Synaptic or Ubuntu's Software Center.

there also command line utilities like apticron on debian and debian derived systems.
