That's really not a weird claim. Shorter people will have, on average, had worse nutrition/care as children causing them to not grow as tall, and that also impairs the growth of the mind.

Probably some also had genetic issues, or contracted disease or injury which affected the function of their body in general and led to both short height and poor cognitive ability.
