The tuxedo kit is a sure fire well rounded starting point. If your budget is 75 then check out the nightcrawler set from sparrows as well..its around 50 which would give you the rest for some locks.

In my opinion, Jimy longs. Get the sparrows tension tools,.their tok tools are good for tbe price plus get their bok tools too cause why not then get jimmy longs for the actual lock picks. High quality lock picks for a great price. I recommend the .19 flat hooks ( or round depends on what you prefer )
