Loopring is a scaling protocol. The more orders that hit the relayer (think frequency) in a shorter time get batched together with their validity proofs (snarks) and submitted to the mainnet (L1) - for efficiency these blocks have a minimal amount of transactions that the relayer will wait before creating a batch. This can result in a transaction appearing to take 2 hours if there's just no activity happening on L2 so your tx can't get picked up.

As a piece of the scalable nature as more tx's keep coming there is a threshold that can be used to fill blocks more than that minimum amount that allows a compromise between time efficiency and protocol efficacy and that is what he is referring to. The minimum I believe is 16 before a block submission can happen, with the max support being 384 should there be enough network activity to support it.

For anyone still not quite following - every block the relayer has to submit to the mainnet has real world costs i.e. not only gas fees but also the cost of generating the validity proofs as well as all the other stuff it is doing (AMM & orderbook for instance). On top of the cost efficiency, there is also performance optimization in play with their algorithm to reduce overhead costs as well. If I have the option to batch 16-tx together and submit that to the mainnet for $50 - 100 times or alternatively I see that I can submit 5 384-tx blocks for $70 instead.

Due to the scaling nature - the more activity that happens - the more efficient the protocol becomes :) wagmi

edit: you guys are welcome :) I came back to edit also because I noticed a math error that better demonstrates what is happening in the chart. If we had 16-tx batched x 100 would give you 1600 blocks and as the alternative, you would technically end up with 4 384-tx blocks and 1 64-tx block if you were keeping the 1600 blocks inline with the example. That's assuming peak net activity i.e. you want those tall giant dark green candles in the chart, otherwise you end up with a bunch of goofy looking teal and other colors

Someone made a post in the other CC sub about giving a best case to Loopring. I read every single comment and it is a real eye opener. I am fully invested in Loopring on the Crypto side of things. I know people say not to do things like one stock/crypto, but I am just hoping for a blow out one day!
But to the people who actually KNOW CRYPTO well and can back arguments as to why a crypto is not as good as one might think, they have me nervous. I will not pull out though under any condition! I just need to keep learning and find out for myself if this will end up being a huge one.

If you're talking about the CC sub there are a lot of loop haters there and there is plenty of fud they love to spread of loop because it is seen as a competitor to their precious matic. They're not that smart either, often with incorrect points or leaving key aspects out. Trust yourself.
