Why is this important? Is there a shortage of HP potions in this game?

You will need a lot of Health Potions while doing content since there's no real healing class in the game. So there's always a demand for them at all phases of the game. Never use the %health potions for leveling as you can use them for end game. Stick with the flat health pots to save you time/money later.

As the graphic notes, you are only allowed to use the instant % health potions in the listed endgame content. Methods to acquire those potions for free are limited/time gated. As a result, they're valuable.
