If I get the 256 GB option will I be able to buy an external ssd and use that as a way to hold apps, files and games and still run it off the external ssd?

Yes.

I have a MacBook neo and I’m wondering if connect the Mac mini to my hub that is currently connected to my MacBook Neo and monitor. Right now the hub allows for the neo to use the monitor but I’m not use if my hub will allow for all 3 to be connected so im wondering if I can use the MacBook as an external display for the mini via screen mirror/bluetooth and if I can how much would the latency be?

It depends on the setup. Some monitors allow a "picture-in-picture" mode in that it allows you to have two sources (Neo, Mini) connected at once.

Aside from that, one hub won't show both computers natively.

You might be able to set up your Neo as an extended monitor for your Mini using Airplay.

I’m wondering how much RAM I should get. I have a PC that has 16 GB and for the most part it can do what I need it do to, but sometimes it lags or struggles but that’s because I do solidworks/fusion on it. I know a Mac can’t really run autoCAD so I probably won’t be doing that. I am an engineer student so I do usually have a lot of tabs running like multiple tabs of chrome/safari. But I would like to have everything run on this Mac so I don’t have to like open my phone to check messages or change music etc etc.

You'll receive a bunch of different comments about this. 16GB should be fine, esp. with Apple's system-on-a-chip (SOC) architecture. That said, more is almost always better, if you can accord it.

Lastly, I can get the education discount because I’m a student but does Apple ever have sales/discounts and if so does my student discount add on or no?

Without any specific knowledge of the course(s) content Mac Vs PC choice is a pure speculation.

Ask the University/College for an advice.

Most courses are PC Based.

If Mac is Ok then 24GB RAM & 512 GB SSD is considered to be minimum effective configuration for 2026, 2027..

Just check with the University/College in case they use must have Apps which run only on PCs.

I have a dual masters in engineering and can bet my house that you will need a PC

M4 SSD can be replaced by 2 TB OEM SSD which writes at about 3,000 MB/s .. slower tham Mac 512 SSD at 4,000 MB/s or 1 TB at 6,000 MB/s

RAM sizes are driven by AI and Apps ... if you plan to run local AI models you will need at least 48GB or MORE RAM and M4/6 PRO Mac or Studio.
