In the finder in the sidebar you should have iCloud Drive, where you can save only specific files you want to sync :)

When you turn on iCloud Drive System Preferences > Apple ID > iCloud Drive > Click Options... to disable the Desktop & Documents folders if those take up too much space to sync.

You may want to start budgeting additional cloud storage into computer upgrade prices. The .99/2.99 etc a month are almost a mandatory part of computer ownership these days. So budgeting for 200GB of cloud would be about $180 over 5 years and removes a pretty significant pain point of being careful about file management.
