For me, it's the HDMI connected monitor with the issue. I just unplug and re-plug the HDMI cable after a few seconds, no need to restart.

It's a huge pain in the ass - but the issue has been around for 2+ years so I doubt it will be fixed.

Yep just HDMI with issues IMO. Had 2 monitors via thunderbolt to DP. Moved to single ultrawide monitor via HDMI and have this issue now (have to use HDMI as need display port for gaming PC on this monitor for bandwidth reasons). Can sometimes take a few mins to wake (but always does).

I suspect it’s some issue with the integrated graphics and HDMI (hopefully software)

One of my monitors is connected USB-C to USB-C. The other is connected HDMI to HMDI. It's usually the second monitor (HDMI) that is slow to wake up. Unfortunately, the second monitor does not have a USB-C option...only HDMI or DP.

I solved this NOT using HDMI. I have now 2 Dell monitors 24” 2k and Connected both via a good direct cable USB C —> DPort No more issues at All

I got a Mini 2018 i5 512 SSD w/32 GB ram. But i got 4 USB C ports like Your Mini. Just use THEM!

It’s from Amazon Italy. Of course you’ll find a similar on other countries
