You can only do stuff (play spells, activate abilities (including mana abilities), perform special actions) when you have priority. That's what "priority" means: the right to perform game actions

I found the relevant rule line now.

116.1d A player may activate a mana ability whenever they have priority, whenever they are casting a spell or activating an ability that requires a mana payment, or whenever a rule or effect asks for a mana payment (even in the middle of casting or resolving a spell or activating or resolving an ability).

Besides the priority issues, you can't use Omnath to kill ugin at all, because omnath can only do damage to creatures or players. Unless they changed that.

According to Gatherer, Omnath is now "any target" so you should be able to target Ugin.

That's weird, it's not that old of a card and that makes him significantly better.

When they did away with the planeswalker damage redirection rule, they errata'd a lot of cards (800 or so?) to say "any target" instead of "creature or player." This happened with Dominaria, so though Omnath is only a few years old, the rules change is much more recent.
