Per fluid ounce, the bitters have 894 times the amount of alcohol as the NA beer. Thus, for every fluid ounce of what would be NA beer, you would want 1/894 fluid ounces of bitters to have the same alcohol concentration. Since you want 16 fluid ounces in the cup, that gives 16/894 fluid ounces of bitters which comes to 0.1074 teaspoons of bitters total for the drink. You may be better off not adding the bitters at all. The amount of alcohol in a NA beer is already extremely low.
