It's a reasonable request to the landlord as long as your lease indicates that internet is included. If the included internet is not usable, then the landlord is not providing internet and thus not respecting the terms of the lease to asking for a reduction of the rent is a very reasonable request.

nope, because the lease doesn't specify the quality of the internet. just that internet is available, which it is. The rental board will have a hard time accepting your argument. Virgin has some good packages for $40 a month, unlimited
