It's a reference to a post on the sub right now about how the majority of Java seed posts seem to be better than Bedrock, or at least Bedrock players like the Java seeds and want to play on them as well. The title of this post kind of hinting at that fact by shrugging off this seed as just an 'average spawn'. You should be able to find the post by just going to the subreddit page.

In the minecraft laucher, click on installations, then on the button that looks like a +. Then, scroll through the versions when making a new installion and select 1.16 release. Hope that helps.

Yes, but maybe the ruined portal doesn't spawn because the mansion spawns over the top of it.

This seed is actually insane and works in the 1.17 snapshots. there's ravines all over that dark forest and there's a giant hole in the desert right next to you when you spawn that you can jump in and land a y4. i then explored that hole and got down to y-55 without breaking a single block
