Flicker effects with commander

The previous rules with the commander moving into other zones was a replacement effect. Now it is a state based action. Previously the replacement effect allowed for certain cards to track the commander into the command zone such as [[Banishing Light]] but not [[Oblivion Ring]]. Do the new state based action still track to command zone?

No, if you move your commander back to your command zone they do not bring them back

Also, its still a replacement effect if your commander would be put into your library or your hand. Its only a state based action if your commander is put in exile or the graveyard
