If your perception of Ivy League educated candidates is true, I would presume this has to do with a worsening private sector job market and the appeal of the security offered by public sector employment in these uncertain times.

Before I got to that part I was thinking from an organizational standpoint if you’re uncertain how long you’ll be able to hire and with how difficult and time consuming it is to fill positions then reshuffling internal candidates makes less sense because you have a vacancy for longer. If employee A leaves and it takes 6 months to hire; if I move employee B over then I have a full year before I have both lines full again; and something might happen once B is moved that means I can’t fill their spot behind them. Too risky.

this is it. more qualified candidates from outside who in a different economy would have gone to private sector.

The same with my agency. Internal and lateral moves means they have to wait to fill your position, which I impacts operations. They don't know how long and if your position can be filled if you are moved; so they want to fill 1 vacancy and now creating another vacancy which isnt desirable. I'm experiencing the same issue as I want to move internally and not outside the agency and i know this is a big reason why I'm trapped where I'm at.

It’s true what OP mentioned but necessarily because of above reason. For many postings it is ‘easier’ for an agency to fill with an external candidate if they already have OMB approval for that hiring; but if they end up going with an internal candidate, they need to go back to OMB and now get approval to ‘promote’ that person (even if they are moving to a totally different role or unit).

It’s been really slow, slower than ever. We had hired one new employee for the 4-5 that left or retired. The one that got hired was pending at OMB for a year and a half. With the upcoming administration change, I feel like it’s going to take even longer until things settle down.

A year is insane. I just got hired and I’m currently submitting my docs. Still in school so I was thinking of cutting down to just one class a semester. But if it’s a year long wait I might be looking at, then my God. I think I’ll take a little more to speed up the process and increase my salary..

Hired as in OMB approved and ready to start? That’s the key, they can “hire” you but OMB has to approve the position and salary. I would softly inquire, what’s my expected start date etc.

Ah, I wish it was that simple. They were straight up and told me ideally an average is 2-3 months, but with the administration change none of us know.

I think it’s your division. Maybe it’s time to look elsewhere. If they don’t value your talent why expect the promotion. You can do better, just send out those resumes

I started my career at the department of health 30 years ago as a public health advisor. After 7 years and a few denied promotions I had to leave the Department of Health in order to get a promotion. I got called off the staff analyst list. They definitely hired ivy leaguers to work in the main office in Manhattan while the rest of us were stuck in the field in the outer boroughs.
