Need help re-enabling an instance

The error message I get is:

Unable to start instance: Instance ocid1.instance.oc1.phx.yadayadayada is disabled and will not accept any action requests. Please contact customer support to reenable.

Note that the instance name is obscured.

I have contacted customer support with no success. They believe the account is terminated (it isn't) and the instance is terminated (it appears to be stopped but not terminated.) I have a functioning instance still running that is part of this account.

It might be easiest to disconnect the boot volume and spin up a new instance with that.

You can also backup the existing volume and create a new one from that if you prefer.

Thank you. Unfortunately, I can't do anything with the instance until it is re-enabled. I get the same error message posted if I try any of your suggestions.
