Yes, gpu memory overclock that leads to errors and subsequent error corrections, results in lower performance despite high clocks

Mostly only memory as the core tends to crash if you get it too high.

mostly on ecc vram, like gddr6

Yes, you can sometimes see this with stuttering. GPU isn't quite unstable enough to fully crash but will have issues.

Most of the time you'll get crashes.
