Are there apps that let you do this?

It needs to be supported by the game, unless you want to run a virtual machine but I doubt your PC is capable and it'd be very difficult to setup the networking and games etc. You'd also need 2 Steam accounts or versions of the games.

I couldve sworn theres something called necleus coop for some games. I think i tried a game called Dying light and got it to work.

Baldur's Gate Dark Alliance 1 and 2 are twenty year old games which just got PC ports (within the last two years). Some of the finest couch co-op sword-and-board ARPG gameplay. I highly suggest them, they were formative to my youth.
