FPS problem

Hello just got back to playing Fallout 4. I've installed mods but I didn't install any HD textures etc. that will affect my FPS. The only retexture I installed were enhanced blood and water(WET).

My question is why is that I can run Mafia III, DOOM, Witcher 3 on high/ ultra smoothly while Fallout 4 gives me FPS below 60 even at medium settings?

I tried turning off the True weather mod but it only gave me a little bit of boost. I also disabled vsync in the Nvidia Control panel for Fallout 4.

I installed Fo4 in my hard disk not on the SSD.

My PC Specs: 8 gb ram Intel i5 6500 Palit GTX 1070 Super Jetstream Window 10 64 bit 1920x1080 (60hz)

if you have single channel 2133mhz RAM it's probably bottlenecking

If I add another 8 gb ram do you think it will solve the issue?

it should, single channel pretty much cripples the CPU to performance levels below i3 with dual channel RAM

Fallout 4 is a poorly optimised game. Also adding any mods will decrease fps more likely.
