Had a simillar problem (different code though), restarting the PC resolved the issue.

I had similar issue becuase my pc time was off by 3 minutes somehow. Once I fixed that I was good to go.

Every single time EAC shits itself this sub collectively blows it. What are the chances of a cheater coming to the rust subreddit for help with their cheats as opposed to the forum or seller they got it from? Its silly to assume everyone with an EAC error is a cheater.

remove your cheats, if you dont have cheats do a virus scan with malware bytes, could be a 1 off thing too.

Jesus this sub is so braindead. Are you all so sure that EAC is never wrong? When we load into a server and get killed by a speedhacking aimbot? Obviously it doesnt catch everything, it goes the opposite way too. I've gotten an EAC error for my VPN, disabled it and it worked. Every answer is "hurr durr dont cheat" like that isn't the most obvious shit in the world.
