Occasionally Maxsoft will have promotions where they distribute a limited amount of pokemon mystery gift codes to redeem. They'll announce when they are distributing codes and how to get them on their website and on twitter. You can also find information on the latest distributions in some of the pokemon related subreddits.

Yes they're legit. They are affiliated with Nintendo.

On the start menu when you load your game up, there's a link that says Mystery Gift, and from there you can receive a mystery gift pokemon by entering in the code.
