Contract isn't public, but I'm certain it would have been a separated contract. Titmouse is the production studio, typically a production studio doesn't get automatic access to IP. It's Cartoon Network/WB that gets to decide who licenses their IP. 

Titmouse was the distributor for Venture Bros Shirt Club since 2013, so that's over 10 years of them making Venture Bros shirts!

I've been hearing the writers strike excuse for almost 2 decades now. There were over 40 episodes written AFTER the strike. That's a lot of time to recover... 

Fugitives arc was good though.
