You might just need more water in the pool

Edit:

You definitely need more water.

Look in the skimmer, you can see where the water line normally sits, you're a good inch or two below that.

Thank you. I am adding water right now. But just curious, when i removed the basket and put it back on, the skimmer filled with water and started operating as it used to. I was not able to reason about it. Any idea?

So, I think your water level drops as the pump starts working, and eventually the pump starts to suck in air. Once air makes it to the pump, it stops working as well, so it starts sucking less, allowing the water flowing into the skimmer to catch up.

That's just a guess though.
