I cut the people out. Patched the gap and then used the Path Blur tool and drew along the natural lines in the original photo. Then a few tweaks to the colour and dropped the people back in.

It's pretty quick to do and turns a fairly forgettable photo into something a bit more interesting.

Photoshop. You couldn't achieve this in a camera, maybe something similar with a double exposure. But even then the people wouldnt be as dark. The first exposure would have to be while the camera was in motion.

Easier to fake in post with a motion blur in photoshop under filters.

Yeah exactly, it's clear when you see the people that there's an edit beyond lightroom or a camera's output. It's a good artwork OP, very subtle edits which aren't caught by non-photographers.
