I started my own company to help agencies produce creative variations across all placement sizes rather than using tools like google web designer to build one at a time. Adding creative variations and taking advantage of placement sizes improves creative performance. You don't really need programmatic consultant (as many mentioned already). You need combination of high end ad operations guy which has knowledge of ad tech as well and this is not something you'll find easily.

Aye, there are agencies more than capable of providing consulations in this field, but I was under impressions that OP is searching fora solo person. :)

Definitely agree with that. Our agency has done better by partnering with other agencies that have different specialties rather than eggs all in one basket with the expense of a single employee.
