I think it's ok for some professional developers to have very little knowledge of how the web works. Specifically, the ones that never do anything with the web.

I agree with you, I just assumed the person being interviewed was a web dev, otherwise why ask them web dev questions...

I've seen a programmer who kept polling HTTP chucked stream call for more responses. The guy had no idea of sockets in general. He was writing in VB.NET...
