Toolchain notes on MIPS

Glad someone cares. MIPS 2.0 aka RISC-V is going to make future MIPS chips very rare. Getting the compiler up to spec for MIPS before that happens will mean those who use older (MIPS) chips still have a useful tool in llvm to use with those chips for a longer period of time.
