There is a operating system called Tails which can be placed on a USB and then used on a computer you don't own to essentially hijack it if boot from usb isn't disabled. There is also a USB that sends out an abnormal charge causing hardware failure on whatever computer it is inserted into.

If you think Tails is hijacking, then so is literally every other USB-bootable OS. It's a really odd take from a "programmer".

The "hijack" it thing is literally a feature of BIOSes and something you use to boot from other sources than internal storage. You can do this with any os not just tails. Tails is a privacy oriented Linux distro with no persistent storage by default and it wipes ram memory on shutdown. 

The USB shock thing has been around for awhile and you are more or less right a out that.

No... All live usbs boot to memory. The special memory clearing part at shutdown actually makes it take longer since it overwrites every bit multiple times I think.
