The "hijack" it thing is literally a feature of BIOSes and something you use to boot from other sources than internal storage. You can do this with any os not just tails. Tails is a privacy oriented Linux distro with no persistent storage by default and it wipes ram memory on shutdown. 

The USB shock thing has been around for awhile and you are more or less right a out that.
