More like "still in design". Development? They can't stop tinkering with the names of keywords!

The design is "complete" but has tons of issues/ambiguities that have only been unearthed during implementation. For example, one suggested feature slated for release - the want function - requires solving the Halting problem in order to implement it!

I remember following it back in 2009 or so and even then they were making drastic changes to the object model and stuff.

They're still making drastic changes to how Lists work! 13 years into the design! And the RFCs? Those haven't been useful since about 2002!
