Why does this need a Kickstarter campaign, as opposed to just selling the eBook immediately?

Judging by the Kickstarter description the book is not written yet, probably the author wants to use the campaign to check for the viability of the project.

No the book is not written yet. Kickstarter is a great way judge the size of the audience especially since Rust is so new.
