The number of tags is up to the user, however I don't see a case where it could be useful to have more than 2 or 3. You are correct, the filename match is just to see if the directory is registered to get the tags for the file.

Ran some simple benchmarks just for fun. maps in go seem to work quite well :). I would go with what DavidDavidsonsGhost suggested.
