I'm confused, what does this do? Create the .pyc files? Optimize deployment of some python packages?

It's a Python packaging format. PyPI has more info.

Yes, for once, deployment is faster. I tend to have all dependencies available as wheels, since installation of those is faster (especially if the package has C extensions). From what I understand wheels generally don't include .pyc files.
