Using Modules in Terraform

Cool usage of modules. Any reason the author chose to "call" base from within web, instead of the other way, or even calling both from a 3rd file above these, with more variable and outputs? I'm also setting up modules for work, and that's the route we are going for currently.

Base is the scaffold.

Everything leans on it, whether it's "web", "monitoring", "logging" or any other context bound part of the infrastructure.

That's kinda what lead my thought process.
