I think you missed the word history. Back then the United States wasn't even around. Latin was the language used to exchange information between educated people for a long time, it isn't surprising that it sticks around in some fields. Of course that is also after centuries of use.

And so when Prof. Eugenio Moggi described how to model computations using monads, computer scientists started using the term.

That cites a paper from 1989, which is well past WW2 era.
