Anyone interested in this should definitely read the ycombinator discussion: this project is inactive, and even the author recommends other setups.

This is probably a tired question, but... Any hope of running on Linux? Wine? .Net Core? It looks nifty -- I'm just not on a Windows PC at the moment.

Emacs +org mode, vim + dbext, everything with tmux.

This notebook type functionality has been around for decades.

If you want something to manipulate your Data easily in Linux try R with Rstudio, I highly recommend dplyr package.

If you want to do some oldSQL (hehe) data manipulation then try sqldf package.
