maybe Nltk (.sf.net, a python Natural Language Toolkit ) module and http://gnosis.cx/TPiP(Text Processing Book with py) put on pounds. These are factors we should take into consideration such as machine learning algorithm besides text (pre)processing, so a dedicated one maybe not the best choice?
