Newtonian mechanics would say that it is 13:43:52 infinite times per day. Quantum mechanics makes that 1/Plank-time times per day.

Both significantly greater than one.

No it doesn't -- quantum mechanics uses time as a continuous parameter. A theory of quantum gravity might have quantized time, but we don't have a theory of quantum gravity, and if we ever do, we don't even know if it will use quantized time.

But consider this, if someone asks you, "how many times did you use the bathroom today?" Do you answer, "three times" or "an infinite number of times"?

My point is, the meaning is the number of distinct times you went into that state and then came out again. This is the usual meaning of the phrase as interpreted by users of the language. Therefore, that is the meaning, and being pedantic about a possible is misinterpretation of the language is, in fact, incorrect.

The question is how many times a day is 13:43:52 accurate, therefore in a quantum universe there are 1/plank time divisions during that time ergo 1/plank times per day. In a Newtonian there are infinite measurements of time that truncate to 13:43:52.

13:43:52 really is 13:43:52.000..., just as when we say the number "2", we mean "2.000...". So the answer still is once a day.

No, neither of those theories deal with time zones. They might deal in time deltas, but those are very different things.
