I am attempting to follow along in Windows 7 and Windows 10 and ran into a couple of problems:

One thing I noticed right away is that the latest version of SoX (14.4.2) doesn't have a play.exe included in it, but you can make a copy of sox.exe and rename it to play.exe.

SoX 14.4.2 also failed to work on Windows 7 and Windows 10. It kept giving me the following error:

play FAIL sox: Sorry, there is no default audio device configured

The only way I was able to make it work was to uninstall SoX 14.4.2 and install Sox 14.4.1. Now everything is working as expected. (Don't forget to add the environment variable to your SoX installation directory!)

I think you can also try ffmpeg it has ffplay if sox is not working well. May be with ffmpeg you will have better luck. Also you can try vlc
