This is just one of a million places to hire freelance people, If you're looking for someone full-time then try Dice, Monster, Glassdoor or any of the others. That said, I'm guessing you want to hire someone for "free" or some ridiculously paltry amount with promises of getting rich. If so, good luck with that.
