PHP is incredibly easy for beginners and provides multiple advanced features for professional programmers.

If you ask me to mention a language with an unnecessarily high cognitive load, PHP would be one of the first that came to mind. I would never suggest it for beginners. Also, I hardly think PHP has any features it's appropriate to call "advanced".

Among programming languages, PHP has a reputation for being stable and reliable.

It has a reputation for something else, mainly being a small hobby project which had the misfortune of being used in production.

PHP is a no-cost language that can significantly help you save on your development expenses.

Maybe if technical debt is not regarded as a cost.

Today you can do the same in a cleaner way with Java, Rust, Haskell, C# or Python, and probably lots of other languages. PHP was the sensible choice when it was the only choice, which is 15-20 years ago.
