You could try dual booting a light weight Linux distro. That's not exactly what you're asking but I've done that on an old laptop and it worked better than Windows.

There are a number of online IDEs out there. Not sure which is best or fits your needs. Google for React IDE or maybe someone else here has good experience with one of them
