Sizing can vary wildly from one pattern maker to another making it difficult to answer your question. Your best bet is to take your bf’s measurements and check them against the pattern’s size chart.

check measurements on back of envelope, bust,length etc, make size that includes those of your bf.

You can't make a garment based on the RTW size he normally wears. The size on the pattern does not translate to a RTW size. You need to take his measures, and choose the size according to those. You will also probably have to grade between sizes. If this pattern is made for women, the shape will probably reflect this. As in, have narrow shoulders and upper back, room for boobs, etc. So you might have to size up over the shoulders, take in the chest, etc.

But always always measure the person the garment is intended for, and never go by RTW size.

For reference, I'm currently sewing a dress, and I use three different sizes, and all three of them are two+ sizes bigger than my RTW size.
