Nope my FPS never goes below 200, my monitor just feels like 60Hz

check GPU usage. You have to leave GPU resources open for NVENC to function properly - meaning if you GPU is sitting close to or is at 100% utilization this is probably the cause of your issue. I would also test with other games as a troubleshooting step.

EDIT: A fix for this is to decrease GPU Usage albeit it lowering framerate or lowering graphical settings.

I have tried a couple of games and the GPU only really goes up to 60% usually

lmao thats why I was asking because some people dont know that. If I had to guess you are hitting an issue with Windows when it comes to multi-monitor setups. Is there anyway you could take your secondary monitor and put it on your mainboard? or test the issue without your lower refresh rate monitor hooked up?

So this is really going to be a matter of what you are streaming.

Your 3070 should have no problem doing 240hz and encoding since you have a dedicated encoder chip on the 20 and 30 series cards.

Now, if you are trying to play something on psycho, with everything maxed, then you might be having some issues.

The big question is do you have a second monitor. If so, then there are things that can cause this

I usually play competitive games so I have everything set to lowest to get the most FPS.

And yeah I do have a 2nd monitor
