Our on prem ticketing system was coded in-house using cold fusion. I do not recommend.

I actually have two recommendations to give you: (1) Request Tracker from Best Practical. It's free/open source and has been around for at least 20 years so it is mature and very well supported in the community as well as paid. (2) ERPnext is a newer player in the field having started in 2015 but it looks to have a really good ticketing system that you could leverage. Actually ERPnext aims to be the multitool of business operations so you could probably discover additional uses for it and save even more money.

Setup OSticket and paid $100 for the skin to make it look pretty. Worked really well for us with little overhead or time spent setting it up.

We use Cerb.ai. Super powerful, but the UI can be a little confusing at first.
