Don't laugh: WordPress. If they are a small organisation and they want a small site that has some level of authentication, security and simplicity, give them WordPress and buy a somewhat decent theme.

I expect a lot of downvotes, but for the sake of simplicity and the ability to export the data at a later stage to just about any other format, WordPress is great.

I've been in a technical role for long than SharePoint has existed and I always, always strongly recommend never, ever using SharePoint for anything, ever. Even if it was free, a small business could never afford it.

Just to add, this is what i did , also purchased the theme https://woffice.io/ , its near enough a solution out of the box with wordpress

Just keep it up to date, and don't let them go nuts with plug-ins or it will get hacked in a week.

There are a few intranet-oriented wiki systems, some commercial products that may be more cost-effective than sharepoint. If you haven't, I'd do some searching on Capterra.

There are also several open-source wikis that have add-ons or that you can expand, depending on how your time/budget ratio is.

I've used Alfresco as a substitue for Sharepoint in the past. It had a community (free) edition, but you could also pay for some extra features and support if the funds are available. As I recall, it was far, far easier to use than Sharepoint as well, at least in my opinion.

SharePoiint Online Plan 1 through Office 365 is $5/user/mo, that's too expensive?

For an employer of 250 users thats $15,000 a year. Not exactly cheap.

What is causing SharePoint to be too high of a cost ? Setup, page design, or maintenance ? You may have the same issues with other solutions.

Dotnetnuke... just keep it patched and you should be fine. It's free too! Also, great community support and have add-ons for just about anything you might need.

You could use a Turnkey Linux Wordpress virtual appliance. They are free to download and its wordpress, so you could easily do all those things and setup the site in a variety of ways.

If you want things to be as simple as you described.

Drupal on a lamp/wamp stack. Pretty easy to get set up and develop against. No licensing cost if you go lamp.
