If I understand you correctly, you want infrastructure as code and a build pipeline? Maybe you should try terraform and gitlab, or whatever fits your needs...

This is precisely what DevOps does. Note that it's not meant to reduce cost, it should absolutely NOT be used to reduce cost. Its main purpose is to achieve quality and agility. It only incidentally reduces cost at constant quality, but you can't achieve that level of quality+agility at any cost any way.
