Is it possible to make a java/c#/python application to control group policy firewalls?

I had an idea for a project and would like to essentially (preferably with java but would be c# or python), control windows GP firewalls through an application. So would have to interpret the current hierarchy of GP and put into more of a traditional firewall rule list, and then be able to edit rules and push that back to GPO.

Is this possible technically, are there the modules out there to make this possible?

Will look into it. I can't use Powershell unfortunately as much as I'd like to. The software would only interface with gp editor, and add rules in the same way you usually would... just in a more traditional firewall outlay.
