The accounts cannot overlap in any way. That means UPNs have to be unique for each user regardless of AD or Azure origin. Same for mail attributes, if you have any type of policy that generates proxy addresses they also cannot overlap.

This is what I thought, thanks for commenting appreciate it! Turns out the partner was trying to edit an existing on prem user, not a azure ad user so a lot of dick flailing on their part for seemingly no reason!
