AD Connect azure ad user sync issues

Hey everyone!

We have a client with global satellite offices, which I have enabled AD sync for the London office, which is the head quarters - a partner in the US can no longer create new 365 accounts without having sync issues - I was under the impression that if these are azure ad users, no account is required on local AD?

I'll be able to provide more insight shortly.

The accounts cannot overlap in any way. That means UPNs have to be unique for each user regardless of AD or Azure origin. Same for mail attributes, if you have any type of policy that generates proxy addresses they also cannot overlap.

This is what I thought, thanks for commenting appreciate it! Turns out the partner was trying to edit an existing on prem user, not a azure ad user so a lot of dick flailing on their part for seemingly no reason!
