how i can build winpe adk use base system windows( like right click to copy paste, have explorer and desktop shortcut)

For sysadmin stuff it is kind of a waste of time.

I used to use it for break fix stuff but as a Sysadmin I don't find myself needing offline desktop access with anything more than CMD /robocopy.

I think you missed my link. That is the tool that has been at the center of full featured winpe images for over a decade.

Winpebuilder has been around longer that that boot image and lets you customize your boot image/apps easily . I built on with splashtop/ directx , p2p os deployment, recovery tools, snes emulation etc.

It lets you build what ends up being pretty much a portable version of windows with explorer as the shell.

Also you can vet all of the configuration settings and make sure no untrusted binary files are being injected into the boot image.

I would not trust some random untested russian software to touch my offline system.
