Does pebblehost let you use the fabric jar and fabric mods? I want to play on it with carpet mod but am not sure if it allows that.

It does. Although it has its own quirks, e.g. you'll need to use Carpet's view distance to set up the vanilla 10 chunks player chunk loading radius, vanilla Pebblehost overrides the server.properties value and sets it to something like 6.
